What Is This Service?

If you are a Maryland resident who has received a DUI or DWI charge in another state — such as Virginia, Washington D.C., Pennsylvania, West Virginia, or elsewhere — you may be able to complete your required programs locally at Counseling Plus Inc. rather than traveling back to the state where the offense occurred.

Many states require individuals convicted of DUI/DWI to complete alcohol education, substance use evaluations, or treatment programs. For Maryland residents, traveling out of state repeatedly to attend these programs can be costly, time-consuming, and impractical. Counseling Plus Inc. provides a local alternative with documentation that can be submitted to out-of-state courts and agencies.

Our programs — including substance use evaluations, the 12-hour alcohol education program, the 16-hour early intervention program, and the 26-hour treatment program — are available to Maryland residents with out-of-state requirements. We provide the documentation needed to show the referring agency that you have completed the required programs.

Who Needs This Service?

You may benefit from our out-of-state DUI services if you are a Maryland resident who has been charged with a DUI or DWI in another state and has been ordered to complete an alcohol education program, substance use evaluation, or treatment program. This is common for Maryland residents who received charges while traveling, commuting, or visiting nearby states.

Virginia's Alcohol Safety Action Program (ASAP), Washington D.C. court requirements, Pennsylvania DUI programs, and other state-mandated programs may allow out-of-state residents to complete equivalent programs in their home state. Counseling Plus Inc. provides programs that may satisfy these requirements, with documentation for submission.

It is important to note that acceptance of out-of-state programs depends entirely on the referring agency. Before enrolling in any program, you should obtain written approval from your out-of-state court, ASAP program, probation officer, or attorney confirming that a Maryland-based program will be accepted.

How the Process Works

The process begins with contacting our office. We will discuss your situation, including which state your charge is in, what programs you have been ordered to complete, and what documentation the referring agency requires.

Before enrolling, we strongly recommend that you obtain written approval from your out-of-state court, probation officer, or program (such as Virginia ASAP) confirming that completing the program at a Maryland provider will satisfy their requirements. This protects you from completing a program that may not be accepted.

Once approved, you will complete your program — evaluation, education, or treatment — at Counseling Plus Inc., either in person or virtually. We provide enrollment verification, progress reports, and completion certificates that you can submit to your out-of-state referring agency.

How Long Does It Take?

The duration depends on the specific program you need. Evaluations take 60-90 minutes. The 12-hour education program takes 6-12 weeks, the 16-hour program takes 6-12 weeks, and the 26-hour treatment program takes 12-26 weeks.

We offer virtual sessions for most programs, which is especially convenient for out-of-state requirements since you can attend from anywhere in Maryland without traveling to our office for every session.

Because out-of-state requirements often have deadlines, we recommend contacting us early. We can work with you to create a schedule that helps you meet your out-of-state deadline.

Who Accepts It?

Acceptance of our programs by out-of-state agencies depends entirely on the referring court, program, or probation office. We provide comprehensive documentation — enrollment verification, progress reports, completion certificates — that you can submit to demonstrate compliance.

We have experience working with Maryland residents who have requirements from Virginia ASAP, Washington D.C. courts, Pennsylvania DUI programs, and other states. However, each agency has its own policies regarding out-of-state program completion.

We strongly recommend obtaining written approval from your referring agency before enrolling. We can provide information about our programs, licensing, and curriculum to help you seek this approval.
