What Is This Service?

The 26-Hour Substance Use Treatment Program is a state-approved treatment program designed for individuals whose substance use evaluation indicates a need for comprehensive intervention. It is the most intensive of the three standard Maryland DUI/DWI program levels and is typically required for repeat offenders or those whose evaluation reveals significant substance use concerns.

The program includes 26 hours of structured treatment that goes beyond education to address the underlying patterns, behaviors, and factors contributing to substance use. The curriculum incorporates evidence-based treatment approaches, including cognitive-behavioral strategies, relapse prevention planning, and skill-building for sustained behavioral change.

Counseling Plus Inc. delivers this program in full compliance with Maryland state requirements. Our licensed clinicians provide a therapeutic environment that supports meaningful change while meeting all court, probation, and MVA documentation requirements.

Who Needs This Service?

The 26-Hour Substance Use Treatment Program is typically required for individuals who have been referred through a substance use evaluation that indicates significant substance use patterns or risk factors. This may include repeat DUI/DWI offenders, individuals with a history of substance use, or those whose evaluation results suggest a need for comprehensive treatment rather than education alone.

Referrals come from the Maryland MVA, district and circuit courts, probation officers, attorneys, and diversion programs. The program is designed for those who need more than the 12-hour education or 16-hour early intervention programs can provide.

If you are unsure which program level you need, our team can review your evaluation results and referral documents to confirm the correct program. We encourage you to bring all relevant documentation to your first appointment.

How the Process Works

The program begins with enrollment and scheduling. Once enrolled, participants attend a series of treatment sessions — virtually or in person — led by our licensed clinicians. The treatment approach is structured yet individualized, addressing each participant's specific patterns and risk factors.

Sessions include a combination of therapeutic education, group processing, individual reflection, cognitive-behavioral exercises, and relapse prevention planning. The program addresses the psychological, social, and behavioral aspects of substance use to support lasting change.

Attendance, participation, and progress are carefully tracked. Upon completion, participants receive an official completion certificate, and we provide all necessary documentation to courts, probation officers, and the MVA at no additional cost.

How Long Does It Take?

The 26-Hour Substance Use Treatment Program consists of 26 hours of treatment, typically completed over 12 to 26 weeks depending on the class schedule and the participant's attendance.

We offer evening and virtual sessions to accommodate work and personal commitments. Spanish-language sessions are available for clients who prefer to participate in Spanish.

Because this program requires more time to complete, we strongly recommend starting as early as possible — especially if you have a court or MVA deadline. Our team will work with you to create a schedule that meets your requirements.

Who Accepts It?

Our 26-Hour Substance Use Treatment Program is accepted by the Maryland MVA, Maryland district and circuit courts, probation officers, and attorneys throughout the state. The program meets Maryland's requirements for comprehensive substance use treatment related to DUI/DWI offenses.

We provide all required documentation, including enrollment verification, monthly status reports, progress reports, and completion certificates. Documentation can be sent directly to your attorney, probation officer, or the court upon request — all at no additional cost.

For Maryland residents with out-of-state DUI requirements, this program may satisfy your treatment requirements. However, acceptance depends on the referring agency. We recommend obtaining written approval from your out-of-state court or program before enrolling.
